Well, that's always an advisable question for prospective parents to ask before they have kids. But I don't think that the answer lies so much in the current state of the economy (recessions occur every several years or so) as it does in whether a person is prepared to do what it takes to be a parent for the next 20 years or so.

I think this is a personal choice that can only be made by the 2 people involved in having the baby.

An interesting question.
The costs involved in raising children from infancy through schooling years these days is great. As long as the prospective parents are very very sure the children are not going to affected in any way it's fine.
If on the other hand any doubts linger in their minds of the economic downturn affecting their ability to provide adequately, such plans should possibly be put on hold for a while
